June 2017 School Board

The Mount Vernon R-V School Board Meeting held its regular meeting on Thursday, June 22.  Below are some items of interest:

  • In Consent Agenda, the Board approved the amended budget for 2016-17 to accurately reflect revenues and expenditures.
  • Superintendent Report:
    • Average Daily Attendance for May was down 57.64 students from May 2016. 
    • We finished the 2016-17 school year with an ADA of 1324.40 (94.86%) down 15.28 students from the previous year.
    • School Board Meeting dates and the District-Wide Evaluation Plan were approved.  See the attachments for more information.
    • I updated the Board on the city's approval of our plan at the Elementary School to control traffic patterns on Blaze Street during student drop-off and pick-up times.  We appreciate very much the cooperation of the Planning & Zoning Board as well as City Council to help us create a safer and more efficient atmosphere on our Elementary campus!
  • The Board approved Salary Schedules and Provisions for the 2017-18 School Year.
    • This is an important first step as we refine our budget in the coming months.
    • The Board was supportive of allowing movement on the salary schedule for experience and education; adding a step to the bottom of all schedules; fully funding employee insurance; and fully funding the STEPS program.
    • The Board also approved additional salary provisions and policies (including extra-duty stipends) with a few minor changes.
  • A Preliminary Budget for 2017-18 was approved.
    • School Districts are required to approve a preliminary budget prior to July 1.
    • However, that budget is amended in September as revenue from state and local sources become more certain.
  • The Board approved Rental Rates for District facilities for the 2017-18 School Year.  The rates were not changed from the previous year.  See the attached document for more information.
  • The Board approved 18 Policy and Procedure revisions.  Below are some of the more important changes:
    • The Board approved changes to the District Wellness Program (ADF & ADF-AP1) which requires the District to provide nutritional guidelines to patrons for all food and beverages provided during the school day.  This change was required by federal law. 
    • Board Policy GCBA-R1 was revised to allow teachers entering the District to bring all years of experience with them.  Previously there had been a cap on the number of years allowed.  This change is in effect moving forward but is not retroactive.
    • Board Procedure EF-AP1 was adopted.  It requires the District to communicate our Meal Charge procedures to all patrons prior to the start of the school year.  This is a requirement by the USDA.
  • In Closed Session:
    • The Board accepted the resignation of Dan Harbaugh as Director of Bands.  Mr. Harbaugh was recently accepted as a Graduate Assistant at the University of Oklahoma. Many thanks to Mr. Harbaugh for his strong leadership of our instrumental music program for the past six years.
    • The Board also accepted the resignation of Kari Bass as 6th Grade Math Teacher.  Best of luck to Mrs. Bass in her future endeavors.
    • Heather Rice was hired to serve as a 2nd Grade teacher at MVES next year.  Mrs. Rice joins us from Pierce City.
    • Trevor Casterlin was hired as 7th Grade Social Studies teacher and Assistant High School Football Coach.  Mr. Casterlin previously taught in Spokane and Springfield School Districts. 
    • Judith Adam and LeAnne Estes were approved for Paraprofessional Positions for the upcoming year.
    • Philip Gantt was hired to a High School Custodial Position.
    • Welcome aboard to all the new Mountaineers!

The next regular meeting of the Mount Vernon R-V School Board will be on Thursday, July 20 at 7:30 in the Middle School Board Room.
